“While I would expect these blanket data collection orders have been effective at stopping various terrorist threats, their overreaching authority is not based on probable cause related to most parties whose records are being collected,” Neuman says.

“My concern relates to how this collected information might be used. A lot can be learned about individuals who have done nothing wrong when provided with complete records of their calls, even absent any information regarding the contents of those calls.”
